The Youth Manifesto presents the Refugee Education Council’s vision for the education of refugee and displaced learners. Developed in 2022 under Canada’s Together for Learning campaign, it amplifies the voices of refugee and displaced youth often excluded from global education decisions. The Manifesto outlines a collective vision to ensure that all refugee and displaced children and youth have access to quality, inclusive, and lifelong learning opportunities.
The Manifesto is grounded in five core themes of inclusion, mental health and psychosocial support, digital learning, gender equality, and accountability. The Manifesto calls on governments, organizations, and citizens to take concrete action to make refugee education a global priority. It serves as both a declaration of principles and a roadmap for change, emphasizing the need for sustainable, youth-led, and equitable education systems.
