Think about your home—how many devices are connected to the Internet right now? Now step into any public space and count how many people are on their smartphones. Whether indoors or outside, one thing is clear: digital technology is everywhere.
But for those of us living in Canada, the digital divide can feel distant—almost unimaginable. For children in underserved communities, however, it’s a daily reality. Many have never touched a computer, let alone used one to learn, create or connect.

What is the digital divide?
The term digital divide is a term used to describe the gap between those who have access to modern information and communication technologies (ICT) and those who don’t. The faster technology evolves, the wider the gap grows, highlighting the worsening effect digital divide has on inequality around access to information and resources. As breakthroughs like artificial intelligence and biotechnology become more integrated into our everyday lives, those without access to basic technology like the Internet are at a disadvantage, making it harder or impossible for them to build social networks, find and apply for jobs, shop and learn.
Who is affected by the digital divide?
The digital divide disproportionately affects several vulnerable groups, including:
- People experiencing poverty: Computers and the Internet can open doors to economic opportunities, but the upfront costs can take a toll. For people with lower incomes or who are unhoused, immediate needs like food, water, shelter and healthcare often take priority, making digital access a lower concern despite its long-term benefits.
- Residents of rural or remote areas: Many rural areas lack physical infrastructure such as cell towers and fibre-optic cables needed for reliable, high-speed Internet. This limits access to essential online services such as banking, e-commerce, telehealth, remote education and work opportunities.
- Older adults or seniors: Rapid technological change and limited digital literacy can make it difficult for seniors to stay connected. As devices become smaller and more advanced, age-related challenges like declining vision, memory and motor skills can create barriers. This can lead to increased isolation, reduced independence and greater vulnerability to online scams.
On a global scale, identifying which countries are most impacted is complex. As technology continues to evolve rapidly, so do the expectations around what’s considered “essential” digital access, making it a moving target. Still, when you look at the groups most affected by the digital divide, it’s clear that economic inequality plays a major role in limiting access to technology.
A 2021 United Nations report identified 46 of the world’s lowest income countries and the challenges they face with digital connectivity—among them, South Sudan and Chad in Sub-Saharan Africa. The report found that only seven per cent of South Sudan’s population and eight per cent of Chad’s population have access to electricity. These infrastructure limitations severely restrict digital access, causing already impoverished countries to fall even further behind in achieving digital equity. The report also emphasized that this gap can significantly hinder progress in areas like education, economic development and the advancement of human rights.

What are the effects of the digital divide?
Being on the wrong side of the digital divide can negatively impact your education, economic opportunities and overall quality of life.
Impact on education
At the risk of aging myself, when I was in university, only a handful of students brought laptops to class to take notes. Today, you’d be hard-pressed to find a student without a digital device—whether it be a laptop or tablet—making pen-and-paper note-taking feel like ancient history.
In many parts of the world, where access to digital technology is out of reach, the story is starkly different. According to UNICEF, 2.2 billion children and young people under the age of 25 didn’t have access to the Internet at home when the COVID-19 pandemic started.
Disparities in digital access that existed before the pandemic became even more pronounced as schools shifted to online learning. Students from high-income households made the transition easily, as most were already equipped with the devices, digital literacy and connectivity needed to access their virtual classrooms. Students from low-income households, however, struggled to find not only adequate devices but also reliable Internet connectivity. In households with multiple children, sharing a single device was often inevitable, making it difficult for students to fully engage and adapt to their new learning reality.
In today’s connected classrooms, digital tools like e-textbooks, computers and interactive whiteboards have largely replaced their analog counterparts. Students now rely on Internet-connected devices to complete homework, conduct research, take exams, collaborate on group projects, apply to schools and attend online classes.
This widespread reliance on digital technology highlights not only the need for access but also the importance of digital literacy. Without both, students will continue to struggle to bridge the educational digital divide.

Impact on the economy
With the rise of technologies like 5G and artificial intelligence, the world is now more connected than ever before. Yet, despite these advances, the International Telecommunication Union (ITU) estimates that 2.6 billion people—about one third of the global population—are still offline, leaving them excluded from an increasingly tech-driven world.
Here are some of the ways that the digital divide creates a barrier to employment opportunities:
- Essential digital skills: Most roles involve tasks like sending emails, navigating computer software or managing automated processes. Even entry-level positions may be inaccessible without these foundational skills.
- Job searching: When was the last time you used a newspaper or community job board to look for a job? The Internet is now the best job-searching resource, making it convenient for employers to post openings online and for job seekers to find them. Many career-minded individuals rely on professional platforms like LinkedIn for networking and professional development. Limited access to digital technology shuts the door to these opportunities entirely.
- Application process: Gone are the days of sending job applications through the mail. Today, most hiring processes are digital-first, allowing applicants to submit digital resumés, fill out pre-screening questions and even attend virtual interviews. Without access, candidates may be excluded before the hiring process even begins.
- Remote work: A reliable Internet connection is key to remote and hybrid working. Without it, performing certain tasks like sending and receiving emails, attending virtual meetings and collaborating with team members would be impossible.
- Training and upskilling: At World Vision, completing online training modules is mandatory to ensure that standards in areas such as child protection, data security and Canadian privacy laws are met. Some courses are delivered monthly while others are done annually. We can also upgrade our professional skills through platforms like LinkedIn Learning and The Learning Wave, our own internal training portal. Our careers would become stagnant without access to these resources.
Increasing access to digital technology has the potential to transform the economies of the world’s least developed countries. This kind of transformation isn’t just theoretical—it’s been proven. South Korea, for example, embraced and invested in digital innovation, evolving from one of the poorest nations to a global leader in high-tech industries such as semiconductor manufacturing, aerospace and defense, automotive and healthcare.

Impact on quality of life
The World Health Organization defines quality of life as an individual’s perception of their place in life, shaped by culture, values, personal goals, expectations and concerns. While what makes a “good” quality of life varies from person to person, here are some common factors—let’s explore how they can be affected by the digital divide.
Healthcare
In high-income countries, hospitals often have state-of-the-art equipment like laparoscopes, surgical robots and diagnostic tools that enable precise, minimally invasive procedures. In contrast, hospitals in low-income regions may lack such technology, limiting their ability to diagnose and treat complex illnesses, putting patients’ lives at risk.
Social relationships
Social media and messaging apps help people stay connected with family and friends, be informed about current events and latest trends, join interest groups or clubs, find new hobbies and learn new skills. Without Internet access or a digital device, individuals may face social isolation, affecting their mental health and emotional well-being.
Education
Digital skills and access to online learning platforms are increasingly essential for academic success. Students without these resources risk falling behind, which can limit future job opportunities and economic mobility.
Employment
Many careers now require digital literacy—from graphic design and finance to agriculture and healthcare. Some roles also demand certifications in specialized equipment and software, along with training to use them effectively. Limited access to devices, training or financial resources can significantly restrict employment options and career growth.
Safety
In Canada, the National Public Alerting System (NPAS) issues emergency alerts via radio, TV and mobile devices to warn of severe weather, public safety threats or missing persons. Most smartphones already have GPS map apps installed and public transit apps are readily available for download, helping people navigate safely and efficiently. Without access to a smartphone or the Internet, individuals may miss critical alerts or face increased risk during emergencies.
Freedom and autonomy
The Internet empowers people to learn, make informed decisions and act in ways that align with their interests and values—whether it’s cooking a new recipe, learning to code or supporting a social cause. However, those without digital literacy may be more vulnerable to misinformation or scams, limiting their ability to act independently and confidently.

Why is the digital divide a global issue?
There are nearly 8.2 billion people in the world, yet 2.5 billion people still lack access to the Internet—most of them living in lower-income countries. To put that into perspective, this number is roughly equal to the combined population of India and China, two of the world’s most populous countries.
In contrast, 91.4 per cent of Canadians have unlimited access to broadband Internet. Even in rural areas, 62 per cent of Canadians enjoy Internet speeds fast enough to stream videos, play online games, send emails and download large files.
These stark differences highlight the global inequality in digital access—often referred to as the North-South divide, where wealthier “northern” nations benefit from widespread connectivity, while “southern” nations face significant barriers. With so many people offline, these countries miss out on the benefits of a well-educated, digitally skilled workforce—trapping communities in cycles of poverty and limiting their potential for growth.

Innovative tech solutions
From partnering with leading technology companies to developing our own mobile tools, World Vision has consistently been at the forefront of using technology to enhance our work. These custom-built solutions help us reach vulnerable communities more effectively and support initiatives that close the digital divide.
Let’s review some of the innovative ways we use technology to bring hope to families and communities:
Last Mile Mobile Solutions (LMMS)
When disaster strikes, we rely on LMMS to help us rapidly deliver food, cash assistance and relief supplies to survivors. This innovative software allows staff to use smartphones to register people by recording their names, photos, locations and eligibility for assistance—reducing the process from four minutes to just four seconds. Developed by World Vision, LMMS is now being used by over a dozen other organizations.

mHealth
Community health care workers use mobile phones equipped with mHealth software to send and receive patient information, including progress reports, medical records and reminders about appointments and treatments updates. This system also connects them with consulting physicians, improving care in remote areas.
Spark a Child’s Digital Future
In partnership with corporate partners and governments, World Vision provides students in rural African communities with low-cost computer labs featuring secure power and Internet access, durable computers and locally relevant digital learning materials. Thanks to this initiative, thousands of students now have the tools to learn, connect and build skills for their future.
VisionFund mobile banking
In rural Cambodia and Tanzania, World Vision introduced a mobile banking app to help farmers and entrepreneurs save time and money by conducting transactions via phone—eliminating long trips to distant banks. Through VisionFund, our economic empowerment program, users can receive and repay small business loans and manage savings using their registered mobile number.
Solar energy distribution systems
In partnership with Grundfos, the world’s largest water pump manufacturer, World Vision—already the largest NGO provider of clean drinking water— delivers solar-powered water systems to millions in sub-Saharan Africa. This collaboration brings sustainable access to clean water to communities that need it most.

COVID-19 pandemic response
The COVID-19 pandemic shut down schools across the globe, disrupting the education of millions of children and placing immense pressure on education systems to rapidly shift to online learning.
Drawing on decades of experience in humanitarian disaster response, World Vision quickly mobilized to provide a range of high-tech, low-tech and no-tech distance learning solutions designed to support the most vulnerable students affected by global school closures and ensure that learning could continue, even in communities with limited digital access.
During this unprecedented crisis, World Vision provided:
- Hundreds of digital activities and stories in multiple languages, including English, French and Swahili, to help students improve their reading and writing skills.
- Supplementary materials for teachers and parents.
- Affordable, off-grid hardware solutions for storing digital content.
- Hard-copy household learning kits and instructional materials for parents and caregivers.
- Access to a network of community-based practitioners prepared to support teachers, parents and caregivers in distance learning and back-to-school campaigns.
World Vision also distributed digital devices to students, enabling continued learning and social interaction despite widespread lockdowns.

Opening doors to digital futures
Our commitment to bridging the digital divide didn’t end with the pandemic—it evolved. One of our most transformative initiatives is a collaboration between World Vision Zimbabwe and World Vision US, where an unused school building was reimagined into a fully equipped ICT lab. This isn’t just a renovation—it’s a revolution in digital learning.
Before this project, ICT lessons took place in a traditional classroom without a computer in sight. Students learned about technology through notes and diagrams, never having touched a real device.
Today, the new ICT lab features 24 brand new computers, each with a monitor, keyboard and mouse. The donation also included essential upgrades: new furniture, reliable Wi-Fi, a projector, air condition were included in the donation—creating a space where students can truly thrive.
Access to technology didn’t just change the way these students learn—it changed what they believe is possible.
“I didn’t even know what Microsoft Publisher was,” says David, a Grade 5 student, proudly showing off a business card he designed using the software. “Now I use it to make designs. I want to be a graphic designer one day!”
