A disaster is defined by a community's ability to cope, not by the magnitude of the event. 

When these coping capacities are overwhelmed, a disaster ensues. The country facing the disaster calls the shots. The best decisions are made by the people who are closest to the action. We walk alongside them; we support them with resources and expertise, but they are the implementers.

Emergency Response: The World Vision Model
World Vision has been responding to emergencies for over 40 years. The organization has learned the value of working with partners in the field, and of having good emergency response contingency plans in place.

World Vision Canada's Humanitarian Assistance Team strives to support initiatives that save lives, reduce suffering, strengthen the coping capacities and promote peace and reconciliation among people who have been overwhelmed by disasters.

We work in partnership with CIDA, UN agencies and private donors.
